The Borger City Council has taken action to establish an account for the 9/11 memorial to be constructed in Huber Park, which is still in the planning stages.
The council approved action to establish an account for the construction and perpetual care of the monument. Eddie Edwards, city manager, said Bob Tiffany, who is with the 9/11 memorial committee, has asked the city to establish an account to accept donations for the construction of the memorial.
Edwards said the city is certainly capable to track incoming money and pay any bills as needed from that account.
Tiffany said the committee is in the process of getting an engineer to make the drawings for the construction of the memorial. The steel is still out at Zachry Construction Company, who will be handling the metal work.
Bill Carder has been hired to be the engineer on the project. Once the drawings are complete, construction can begin weather permitting, Tiffany said. Solicited funds will be given to the city for this account and the perpetual care can be taken care of later on.
Tiffany said if something was broken or needed repairing or cleaning, the perpetual care funds will go to take care of anything pertaining to the memorial that might come up.
In other business, the council acted to schedule a public hearing on Nov. 1, 2011, at 7 p.m. to allow public comment on the proposed animal control ordinance. The council’s regular meeting will also be held at that time.
A presentation will be held at that time to inform the public more about the ordinance and some of the highlights of it before action moves forward.
The council also acted on an Operation Facelift for structures located at 116-120 West Grand, previously known as the Grand Street Apartments.
Kenneth Petr, Director of Planning and Zoning for the City of Borger, said the apartments recently caught fire and more or less burned to the ground. The overall cost of the demolition will be $8,000.
Work on the property is set to begin this Monday. With the site having some asbestos issues, city workers will be going through the site to find any asbestos, and these materials will be disposed of at a hazardous waste site in Canyon. Asbestos air monitoring will be taking place as the work moves forward. The remaining debris will be hauled to Pampa for disposal.
The council also acted to approve an interlocal agreement from the Panhandle Regional Planning Commission for 911 service and PSAP equipment, expenditures for the first half of October, and meeting minutes from the first regular October meeting.
Council members attending the meeting were Charles Gillingham, Leon DeWeese, Robert Vinyard, and Mayor Jeff Brain. Council member Bubba Dickson was not in attendance at the meeting.
