By MICHELLE BERRY REPORTER A bid for the construction of a new water well and pipeline in the Stinnett well field has been approved.
During the regular meeting of the Borger City Council Tuesday, action was taken to award the bid for the construction to Les Taylor Drilling in the amount of $543,974.87. The project is being funded out of the city’s 2006 Bond Issue. Jim Harder, who is director of utilities for the City of Borger, said the well is Water Well #12 located in the Stinnett wellfield. He said two bids came in for the project, one of which was from the chosen company and one from Layne Western out of Wichita, Kan. However, the bid from Les Taylor Drilling was over $200,000 cheaper. Harder said the city is going to have to keep a good eye on its water situation due to the condition of Lake Meredith. “I would like to say push is starting to come to shove on this water stuff with the lake in the situation it is,” he said. “We’re really hurting for water right now.” He said Phillips is using a tremendous amount of the city’s water due to water problems. “A lot of times, we’ve been giving them three million gallons of water a day here recently, so it’s getting tight,” Harder said. Council member Charles Gillingham asked Harder what he thought the completion date on the well would be. He said he thought within 60 days, the well would be drilled and work started on the pipeline and the wellhouse. Gillingham asked Harder if he thought it would be about 90 days before the well would be finished. Harder said he thought it would be anywhere from about 90 to 120 days, but a lot of electrical work would be taking place on the project. “It depends on how fast they get their contractors in there,” he said. “It could go 90 days.” Parkhill, Smith, and Cooper, an engineering, architecture, and planning firm aiding the city in the project, recommended the bid be awarded to Les Taylor Drilling (also known as Hydro Resources of Texas, Inc.), as the company has performed satisfactorily on numerous construction projects with which PSC has been involved. In other business, the council also approved an Operation Facelift for 219 West Adams, Lot 26-27, Block 10, Isom Addition. Mrs. Daly Huff, the owner of the property, approved the facelift. Larry Mullenix, director of planning and zoning, said Huff thought the property was torn down years ago, and was more than happy to sign an order to have it done. The council planned to act on the 2008-09 operating budget for the Borger Economic Development Corporation during the meeting, but due to the absence of a representative from the BEDC, a motion was made to table action on the budget. The council also approved expenditures for the last half of June 2008, and the minutes of the regular meeting of June 17, 2008. Council members attending the meeting were Gillingham, Robert Vinyard, Bubba Dickson, Mayor Pro-Tem Leon DeWeese, and Mayor Jeff Brain.
