Commissioners finalize computer/internet policy |

By Brooke Huff Reporter For several months the Hutchinson County Commissioner’s Court has been discussing the best course of action regarding county computer/internet use. At their regular meeting last week, the court finally came to a decision.
. After talking with the different county departments, County Judge Faye Blanks drafted a proposed computer/internet policy for the court to review. Judge Blanks said that she felt it was important to have a policy in the County Policy Manual to prevent abuse of the county computers and internet. Commissioner S.T. Isbell approved the policy and requested having it added to the County Policy Manual. The motion was carried unanimously. At their meeting, the Commissioner’s Court also discussed the insurance quotes that Hutchinson County airport manager Dennis O’ Bryant has received from Upshaw Insurance Company. The two hangars measure 60x60, and O’ Bryant said that Mueller, Inc. in Amarillo said that to replace or build a similar structure, it would cost approximately $60,202 for the structure alone. Based on a $60,000 value, O’ Bryant told the court the Upshaw Insurance Company quoted an annual premium of $1,500 for each hanger; if they were to base the figures off of a $70,000 value, Upshaw quoted a premium of $1,750 annually per hangar. O’ Bryant felt that the figures might be a little high and asked if Texas Association of Counties, TAC, would be less expensive. County Auditor Mark Dill said that since they have a value for the hangars, they could request quotes from TAC to see which one is more acceptable. Commissioner R.D. Cornelison made a motion to table the matter in order to have more time to obtain a quote from TAC based on a $70,000 value with a $5,000 deductible. Other county matters discussed include a resolution supporting expedited development of competitive renewable energy zones in West Texas and the approval of naming the road approximately 50 yards south of the Sanford city limits and intersecting with FM 687. Judge Blanks told the court that she received a letter from State Representative David Swinford with a Resolution supporting wind energy in the State of Texas. Commissioner Eddie Whittington made a motion to adopt the Resolution, showing support for wind energy. Commissioner Jerry Hefner explained to the court that the property 50 yards south of the Sanford city limits is the old railroad right of way running west of 687. Mr. Vanover, he said, has moved to the area, and for 911 purposes has requested naming the road Vanover Lane. The motion, made by Hefner, was carried unanimously. Judge Blanks told the court that she received a Resolution that would increase the county’s purchase limit from $25,000 to $50,000. If approved, the Resolution will be sent to the Texas Legislature for consideration. Judge Blanks said that the municipalities in Texas have a $50,000 purchase limit before having to bid out, and if the limit is raised for counties, they would be on the same level. Dill told the court that the Auditor’s Association is against the increase. Hefner decided to make a motion to decline signing the Resolution, which was carried unanimously. The final matter of new business discussed was to approve a request for a waterline crossing Sara Drive in Scotts Acres. Isbell said that he thought it would be okay for property owner Richard Kaslon to bore under the road according to county specifications. The motion carried unanimously granting Kaslon’s request for a waterline crossing Sara Drive in Scotts Acres, Precinct 3.
