PHOTO: Panhandle Independent Living Center visits Rotary

Carl McMillan, executive director of Panhandle Independent Living Center, was one of the featured speakers at the Borger Rotary Club meeting Tuesday afternoon. The PILC is a resource center for people of all ages with disabilities. The program focused on the YES (Youth Encountering Success) program that the center puts on.
