City to purchase new water slide
Even though a winter chill is in the air, the City of Borger is already making plans for the upcoming summer.During its regular meeting on Tuesday, the Borger City Council took action to purchase a multi-flume water slide for the Johnson Park Youth Center Swimming Pool from Natural Structures in the amount of $180,115. The water slide is one of several capital improvement projects that have been under discussion by the City of Borger over the past couple of months. The projects will be paid for out of certificates of obligation the council is currently working on, which will total around $3,000,000.Eddie Edwards, Borger City Manager, said that staff has researched and considered multiple water slides, but has found only one company that has a pre-engineered model that will fit in the available space. He said in order to ensure installation in time for the summer swimming season, he was requesting the council award the purchase of the slide under the single source exemption of the Local Government Code, Chapter 252 to Natural Structures of Baker City, Ore.“We've looked at a whole bunch, and this is the only one configured with the footprint we have available,” Edwards said.The total cost of the water slide includes a platform roof, locking gate, and auxiliary pump. It also includes professional installation by Natural Structures personnel on a concrete foundation to be supplied by the city. The terms are 1/3 down and the balance net 30 upon shipping. The multi-flume water slide consists of a single open flume fiberglass body slide featuring one 180 degree and two 360 degree reverse curves and a fiberglass speed slide.At its last regular meeting in December, the council voted to approve a resolution authorizing the publication of notice of intention to issue the certificate of obligation. This resolution will preserve the city's right and intent to reimburse the 2012-13 fiscal year operating budget for any expenses related to these capital projects from future bond proceeds.Since the water slide is being purchased early, the above criteria will apply. Other projects that will be covered under the certificates of obligation include street improvements, including drainage, curbs, gutters, traffic signalization, railroad crossings, utility line relocations, and the acquisition of land and rights-of-way; park and recreation improvements, constructing, renovating, improving, and equipping public safety facilities (police and fire); constructing, renovating, and improving and equipping the vehicle service center; drainage improvements, including the acquisition of land and rights-of-way; constructing and improving municipal parking facilities, and professional services rendered in connection with these projects.
