Church granted permit for recovery center

A local church has been given the green light by the City of Borger to move forward with its plans for a recovery center.
During its regular meeting Tuesday, the Borger City Council unanimously approved a specific use permit to Fellowship Baptist Church for a recovery center to be located at 920 South Main (Lots 23-24, Block 25, Isom Addition) and scheduled a public hearing for Dec. 6, 2011, to hear comments on the matter.
Kenneth Petr, Director of Planning and Zoning for the City of Borger, said the department received a request from the church with its plans for an alcohol and drug rehabilitation center in the old Quinn nursing home site.
The property is currently zoned retail, and Petr said the center can function at that location with a specific use permit. He said the request was run by the Planning and Zoning Commission and information was mailed out to people within 200 feet of the site.
“We received two positive comments,” he said. “The Planning and Zoning Commission did hold a hearing. There were some neighbors there with some concerns that they discussed with the minister of Fellowship Baptist Church. The Planning and Zoning Commission did recommend unanimously to proceed with the specific use permit.”
Mayor Pro-Tem Robert Vinyard asked if the project would replace the facility currently in business out by the airport. Petr said he believes this is a standalone venture that the church is trying to start.
In other business, the council also acted on a recommendation from the commission to rezone a 1.5 acre tract of land located in the SE/4 of Section 18, Block “Y”, M&C Survey, from Single Family (IF-2) zoning district to a general residence (GR) zoning district, to be known as 100 Denton and scheduled a public hearing, also set for Dec. 6, 2011.
Petr said that Jeff Whittington, who was making the request, initially sought to rezone the land from single family to commercial, but the request was not well-received and was withdrawn.
He said Whittington came back and discussed with the department the possibility of building some zero lot line housing, which would require general residence zoning. The Planning and Zoning Commission unanimously approved moving forward with the request.
Petr said Whittington was planning to build something comparable to a quadplex, but he wasn’t exactly what his plans were.
The council also acted to appoint a member to the Planning and Zoning Commission to fill the spot vacated by a recent resignation. June Voigt was chosen by the council to fill the spot.
In other business, the council was to consider the final reading of an ordinance providing for the continued taxation of goods-in-transit.
However, Mayor Jeff Brain requested the council table the passage for the time being. He said he has received some information that could prove to be important to the matter, and wanted the council to read it over before making a final decision. The decision to table the item was unanimously approved by the council.
