Board reviews update in policies

The Borger ISD board of trustees reviewed an update in policies during its regular meeting Thursday evening.
The update, known as Policy Update 90, was presented to the board by Superintendent Chance Welch.
The first policy under the update, known as EI (LOCAL) and FMH (LOCAL) pertains to freshman students. Students entering the ninth grade this year must achieve certain scores on EOC assessments to graduate. Tenth, eleventh, and twelfth grade students will continue to take the TAKS.
These two policies also replace references to “exit-level” testing requirements with “state” testing requirements. Also covered under EI (LOCAL) pertains to two semester courses. A student that passes one semester of a two semester course will receive credit for the semester passed.
CQ (LOCAL) broadens the scope of the policy to cover all district technology resources. Filtering devices or software must be installed on the district network. Employees must maintain electronic records in accordance to local policy. Much of the limited personal use of technology language is in the current policy.
FNC (LOCAL) addresses student use of district technology and personal telecommunications devices in the code of conduct.
BBI (LOCAL) is a new policy that allows board members limited personal use of district technology and requires board members to sign a user agreement.
FNCE (LOCAL) also pertains to technology. Students will obtain prior approval before using personal electronic devices for on-campus instructional purposes.

CY (LOCAL) is a new policy that updates intellectual property, copyright, and trademark provisions.

Intellectual property means that an employee owns work that is created on his or her own time with personal equipment, and the employee must obtain permission to use district equipment for the employee’s creative projects.

Copyright means that an employee or student is responsible for obtaining permission before using copyrighted material for instructional purposes. A license or permission must be obtained before using a motion picture in the classroom.

Trademark means that district trademarks are protected from unauthorized use, and the superintendent has authority to revoke permission if the use is improper or does not conform to administrative regulations. School affiliated groups are permitted to use the district’s trademark to promote school-related activities. Other entities must obtain permission before using the district’s trademark.

The board will be taking action on approving these changes at an upcoming meeting.
